ACTED Yemen

ACTED has been present in Yemen since 2012 with a coordination office in Sanaa, and 4 area offices in Ibb, Sa’ada, Aden and Al Hudaydah. The INGO operates in ten governorates of the country (Al Dhale’e, Al Hudaydah, Al Jawf, Ibb, Raymah, Sa’ada, Taizz, Hajja, Dhamar, Lahj), plagued by conflict since 2015. The association provides emergency response, as well as carrying out rehabilitation and development projects with WASH, shelter, food security and agriculture programmes, camp coordination and management, economic recovery and disaster recovery systems. market, cash and voucher programs.

After the onset of the conflict, ACTED shifted heavily towards emergency programming, while remaining committed to longer-term livelihood and development strategies. Teams continue programming in response to emergencies while building resilience to disasters, co-constructing effective governance and promoting inclusive and sustainable growth. Using a multi-sector approach, ACTED aims to comprehensively address the needs of the most vulnerable displaced and host communities.

You will be in charge of

1. Positioning

Context analysis: ensure ACTED has an up-to-date understanding of the region’s socio-economic situation, trends, needs and gaps, and who is doing what and where (3W).

Strategy implementation: play a leading role in the implementation of ACTED’s country program strategy in the area by identifying strategic opportunities to expand ACTED’s work in the area, and in particular:

  • Identify new opportunities and new areas of intervention;
  • Consolidate and stabilize programming;
  • Review the geographical and thematic footprint;
  • Ensure that activities are relevant and meet the needs of the area/beneficiary;
  • Identify the added value of ACTED;
  • Ensure that humanitarian principles are respected;
  • Help identify new donors, private sector partners, national and international NGOs, think tanks, universities, etc. with whom to work in the field on the basis of complementarity and added value;

Networking, positioning and general representation:

  • Participate in regional donor meetings and communicate relevant information to the Country Director and other relevant staff;
  • Establish, maintain and improve regular activities and working relationships with other NGOs, UN agencies, clusters, working groups, consortia, etc. at the level of the area ensuring maximum visibility of ACTED;
  • Establish, maintain and improve regular activities and working relationships with local authorities and, if necessary, non-state actors and obtain the necessary authorizations and buy-in for ACTED activities at the area level;
  • Ensure that ACTED is represented in key clusters, working groups, NGO coordination bodies, etc. at the regional level;

Proposal development:

  • Conduct area-level assessments to ensure proposals are relevant;
  • Support the Country Director and the Project Development Department in the conceptualization of the proposal (problem statement, logical framework) within the framework of the national, regional and global strategy;
  • Contribute to the design of the budget and ensure that the budgetary needs at the zone level have been taken into consideration;

Advocacy: Contribute to the drafting of discussion papers, advocacy briefs, press releases on relevant humanitarian and development issues in the area of ​​operation.

Promotion of the ACTED network: Keep abreast of and contribute to ACTED’s global initiatives and global trends, in particular Impact (REACH, Agora), Convergences and Oxus.

2. Internal management and coordination

Staff management:

  • Ensure that all area staff understand and are able to carry out their roles and responsibilities related to area operations and liaise with the Capital Department Head;
  • Promote team spirit, productivity and staff well-being;
  • Coach and support the team to build capacity, improve efficiency and performance and track career management;
  • Manage interpersonal conflicts between staff at the area level;

Internal coordination:

  • Facilitate interdepartmental communication and information sharing for a positive work environment;
  • Ensure the implementation of the ACTED coordination mechanism at the area level (WAM, MAR, FLAT meeting, etc.);

3.Monitoring of project implementation

Monitoring of project implementation:

  • Supervise project managers in the area and provide support for project implementation by troubleshooting and eliminating blocking points;
  • Monitor achievement of results, cash burn rates and ensure adherence to project timelines through review of PMFs, BFUs and project reports;
  • Ensure that relevant project information is up to date and available for reporting purposes;
  • Ensure the coordination and complementarity of projects in the area of ​​intervention;

Project quality control:

  • Ensure the application of a practical M&E system/plan in the field for each project;
  • Conduct frequent field visits to project sites to assess activities and ensure efficient use of resources;
  • Advise project managers to adapt projects based on monitoring and evaluation results;
  • Ensure beneficiary feedback mechanisms are in place;
  • Ensure the capitalization of best practices and lessons learned for projects in the field of operations;

Partner management:

  • Identify potential local partners in the area based on an assessment of complementarity and added value;
  • Provide support to partners in the implementation of projects and ensure timely and qualitative implementation of projects by partners in accordance with ACTED and donor requirements;

4.Management of APARTMENTS

Financial management :

  • Control project budgets at the area level to avoid under/over expenditure;
  • Ensure accurate budget forecasts and effective cash flow management;
  • Ensure timely and accurate reports on the finances of the TITANIC zone;

Logistics and IT management:

  • Ensure timely sourcing and compliance with rules of origin and nationality at area level;
  • Ensure quality supply management at the area level;
  • Ensure proper management of assets at the area level and apply the asset investment policy;
  • Ensure good inventory management at the area level;
  • Ensure appropriate IT systems, data backup and area-level malware protection;
  • Ensure sufficient and reliable means of communication at the area level;
  • Ensure timely and accurate area logistics TITANIC reports;

Administration and HR management:

  • Ensure the transparent and timely recruitment of national staff and contribute to the recruitment of international staff on capital request;
  • Proactively adapt staffing structure to needs and funding;
  • Ensure regular performance evaluation and career management for staff at regional level;
  • Ensure timely and accurate reporting on the area HR TITANIC;
  • Ensure timely discharge forms;

Transparency/compliance management:

  • Minimize the risk of fraud and corruption by ensuring compliance with ACTED FLATS procedures;
  • Ensure staff are aware of ACTED’s Transparency and Whistleblower Policy;

Security management:

  • Analyze the security context at the level of the area and in close collaboration with the Country Security Manager contribute to defining, analyzing and evaluating the risks;
  • Engage with key relevant stakeholders at the area level to ensure access and support for interventions;
  • Address safety and security risks by implementing standard operating procedures defined for the area;
  • Ensure that offices and homes comply with recommended safety, health and safety standards;
  • Ensure that all personnel in the area follow safety procedures;
  • Ensure that area-level security incidents are promptly reported to the capital.

Expected skills and qualifications

  • University education in a relevant field such as international development, emergency operations, humanitarian programming, a technical degree in camp management, or similar;
  • Extensive project management experience (management, planning, staff development and training skills) in emergency and/or development programs;
  • Basic management skills preferred;
  • At least four years of relevant professional experience, preferably in camps;
  • Proven leadership and management skills required;
  • Ability to work well and punctually under pressure;
  • Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms;
  • Ability to work well and punctually under pressure;
  • Knowledge of the local language and/or regional experience an asset.

Conditions

  • Salary between 2900 and 3000€ monthly (before income tax), depending on level of studies, level of security etc. as well as a monthly living allowance of $300
