Objective of the role
- We are seeking an exceptional MEAL Manager for an exciting new $12.8 million program to be implemented across Sierra Leone, Liberia and North East Nigeria.
- The Education For Every Child Today (EFECT) program will provide 96,000 children with access to education over the next 4 years.
- The MEAL Manager will lead the development and implementation of effective MEAL processes in all 3 contexts, working closely with the management and MEAL teams of Street Child’s excellent national partners. This role reports to the EFECT Program Manager, with expert support from the Global Advisory Team.
- The main objective of this role is to lead the development and implementation of robust monitoring, evaluation and learning processes across the EFECT programme.
- The role will work closely with country/partner MEAL teams to adopt, adapt and contextualise tools, and coordinate cross-national collection, cleaning and analysis. The successful candidate will work to build the MEAL capacity of our in-country partners and coordinate across country teams to ensure data flows in program adaptation and donor reporting effectiveness.
Main responsibilities
MEAL management:
- Lead MEAL through the EFECT program, liaise with Street Child and partner MEAL staff and global advisory teams
- Develop, implement and adapt the MEAL framework of the EFECT program, including the design and deployment of tools
- Lead the design and implementation of baseline, mid-point and final evaluations and annual reviews
- Provide strong support to EFECT program staff and partners for cross-national data collection, cleaning and analysis
- Generate regular and consistent evidence, ensuring it is disseminated and integrated into program adaptation
- Work with country teams and partners to create a strong learning culture and support a joint approach to data management and sharing
- Work closely with the EFECT Program Manager to meet internal and external reporting requirements
- Perform comprehensive site assessments to ensure program data integrity and quality.
Capacity building MEAL:
- Lead coaching and mentoring of country and partner MEAL teams and provide training, advice and guidance to Street Child and partner program staff to ensure effective use of tools
- Work closely with country leadership teams to identify MEAL capacity gaps within local partners
- Directly support local partner program managers to improve their MEAL skills and capacities.
Support for the management of the Nigerian program:
- Oversaw the establishment of EFECT and program review in Nigeria
- Support EFECT narrative and financial reporting for Nigeria
- Support the development of proposals for EFECT Matching Funding for Nigeria
- Management of Nigeria EFECT Program Manager (TBC).

Person specification
Education:
- Diploma or higher degree in international development or related field; or participation in relevant specific training courses in MEAL.
Essential experience and knowledge:
- Relevant field experience of development programming, with a commitment and respect for local partnership.
- Demonstrable experience in developing/implementing MEAL approaches, including logframes and ToC
- Experience designing, delivering and training MEAL tools.
- Experience in data collection, cleaning and analysis.
- Demonstrable experience in grant management.
- Relevant work experience in support of local partners
- Demonstrable experience of capacity building with national staff
- Demonstrable experience reporting to donors.
Desirable:
- Strong working knowledge of education, child protection and livelihoods approaches
- Strong working knowledge of the Sierra Leone, Liberia or North East Nigeria context.
Skills and Abilities:
- Excellent understanding of current MEAL approaches and ability to develop MEAL systems
- Ability to analyze and evaluate data to produce learnings
- Ability to skillfully balance freelance work with wider teamwork with UK and international teams
- Proven coaching/capacity building skills
