Position summary:

The Technical Health Coordinator is responsible for the strategic direction, leadership and quality assurance of all RI Sudan health programs. This position will oversee health program design and development, monitor and assure technical quality, and mentor and mentor program staff. Specific technical areas of the portfolio include primary health, sexual and reproductive health, community and mental health, and community health services in a wide range of geographies.

The role of the Health Technical Coordinator is to lead and provide technical support for the planning and smooth running of health activities in all RI country programs, with an emphasis on quality of implementation project activities. This role includes active participation in the ongoing development and deployment of a national health strategy based on the specific context, identified assessments/needs and overall country program objectives. In addition, the technical health coordinator will build the capacities of the RI health team, health workers in the supported health facilities and the capacities of partners (NGOs).

Responsibilities and duties of the position:

Program development and management

  • Provide technical leadership and technical support to the health program and program teams.
  • Coordinate closely with the Deputy Country Director for Programs and Grants and Compliance to ensure timely and efficient grant management and compliance with donor requirements.
  • Oversee and coordinate health activities in accordance with the project document, budget and LGF, as well as detailed implementation plans and budget forecasts.
  • Guide the health sector to implement timely, effective and relevant activities in accordance with identified needs, strategic objectives and donor requirements.
  • Lead the technical aspects of the project proposal design and development process for new or adapted health programs, including the development of proposal narratives, logframes, budgets and other supporting documents. Ensure compliance with RI technical standards and policies.
  • Conduct all health-related assessments, provide technical advice on appropriate emergency activities and design sector-specific response strategies for acute and transitional phases of emergency operations in crisis-affected communities.
  • Identify gaps in quality of care and provide appropriate training and support to all medical staff as needed.
  • Work with operations staff and partners to ensure that pharmaceutical and medical products and services are procured, handled and executed correctly, in accordance with the organization’s supply chain management protocols.
  • Develop action plans to ensure stated project objectives are regularly assessed and achieved.
  • Coordinate with field teams to ensure proper execution of the health program against all set objectives and targets within agreed budgets and timelines.
  • Implement and maintain reporting systems to monitor and evaluate project health objectives, indicators and results
  • Determine staffing needs for health programs, conduct recruitment in collaboration with management and technical staff at head office, if necessary.
  • Lead health sector field staff supporting the program and build their capacity to respond effectively to the health component of the project.
  • Contribute to the creation of reports, ensuring the quality and accuracy of the technical information provided as well as the confidentiality of internal information, as appropriate. Support field teams in regular budget tracking to ensure timely spending of health budgets.
  • Work closely with program support functions (logistics and financial services) for the planning of health program supplies and activities.
  • Assistance in the recruitment of new health personnel.
  • Guide teams to ensure that the health department produces and uses functional project management tools, including work plans, supply plans and accurate financial forecasts.
  • Coordinate closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to develop effective monitoring and measurement tools and collect relevant data. Maintain a strong information management system and use results to inform and improve program delivery. Perform regular data review exercises.
  • Ensure that all internal and external reports are submitted on time and to high standards.

Leadership and team management

  • Coach, coach and direct health teams to implement programs to high quality standards.
  • Oversee the timely recruitment, full onboarding, and sustained professional growth and well-being of team members.
  • Ensure that all team members are familiar with job expectations and have clear performance goals and professional development goals. Hold regular health sector meetings with all direct reports and ensure the same is done throughout the team management structure.
  • Identify training needs and develop capacity building plans for health personnel to improve management capacity.
  • Promote and monitor staff care and well-being.

Technical quality

  • Ensure that all health projects are implemented in accordance with technical guidelines and global best practices from WHO and the Ministry of Health.
  • Perform monthly supportive supervision of health facilities and build capacity of health workers.
  • Monitor progress of completion of all health-related activities and ensure targets are met on time and on schedule as per annual work plans.
  • Ensure that all installations meet the standards recommended by the SMOH, including the availability of guidelines, job aids and IEC materials.
  • Liaise regularly with technical coordinators WASH, nutrition, FSL; keep abreast of new developments within the RI technical health unit and global coordination structures.
  • Build capacity of RI staff, SMOH staff and international NGOs working with RI in Sudan.
  • Provide ongoing technical coaching, guidance and supportive supervision to RI staff, SMOH staff and partner staff.
  • Promote effective integration of health, nutrition, WASH, FSL and CP/GBV services at the point of care.
  • Ensure that service delivery modalities meet patient needs and location-specific constraints.
  • Regularly monitor and report unmet needs and gaps in service delivery across the RI health program; make informed recommendations to senior management on RI’s ability to meet identified needs.
  • Regularly review MEAL data and apply indicator results to improve program quality. Make sure all programs are data driven.

Coordination

  • Ensure consistent RI representation in relevant clusters, technical working group meetings and other coordination structures
  • Oversee regular communication, negotiations and engagement with partners and government entities, including state public health departments.
  • Work closely with the Area Manager and the Humanitarian Access and Security team to ensure service delivery concerns and challenges are addressed appropriately.
  • Proactively collaborate with other technical leads in the RI sector to promote program integration and ensure effective internal referrals.

Other

  • Other relevant tasks assigned by the supervisor to other RI programs.

Qualifications and Requirements:

This position requires a dynamic individual with a demonstrated ability to achieve results in a demanding, fast-paced environment.

  • Medical Doctor or Registered Nurse and Midwife, or Bachelor of Science in Nursing, MPH or Masters in Reproductive Health or other relevant qualifications.
  • At least 4 years of clinical work in reputable hospitals in the department of gynecology and obstetrics or the department of pediatrics or the department of internal medicine.
  • At least 7 years of professional experience in a development, emergency or post-conflict context in integrated health interventions.
  • Have worked in international NGOs and/or UN agencies (e.g. UNICEF, WHO, UNFPA).
  • Strong project management and monitoring and evaluation skills.
  • Excellent written and spoken English skills required. Must be able to write high quality donor reports and proposals.
  • Experience and understanding of intuitive major donor policies, guidelines and strategies, e.g. USAID, BHA, ECHO, DFID, UNICEF, UNHCR, WHO, etc.
  • Must be able to function effectively in a fluid, loosely structured but complex work environment, to set appropriate priorities and to respond effectively to numerous concurrent demands.
  • Must be able to work independently, with minimal supervision, in the context of a larger team.
