Health Coordinator – Lviv – Ukraine

Summary of the program:

Project HOPE provides humanitarian assistance to displaced and conflict-affected people across Ukraine, as well as support to refugees in Poland, Romania and Moldova. The portfolio in Ukraine focuses on health, protection and WASH programs in partnership with two local NGOs, with private funding and support from USAID/BHA.

This position will be based in Lviv, Ukraine. Local nationals only

POSITION SUMMARY:

In close collaboration with the Country Team Leads, define and implement the mission’s medical strategy. Be responsible for the planning and coordination of all mission medical activities and resources, in accordance with Project HOPE policies, taking into account international and national protocols, in order to ensure the provision of quality medical care to patients and to their communities as well as to improve the health status and humanitarian living conditions of the target population.

MAIN RESPONSIBILITIES:

  • Responsible for defining the medical content of the HOPE project’s medical strategy translating the identified health needs into a medical strategic vision and the project’s objectives, priorities and resources necessary to cover the medical and humanitarian needs of the population at risk.
  • Overall responsibility for the appropriateness and quality of medical interventions carried out by Project HOPE projects and for identifying and working to remove barriers to better patient safety, effective medical care and better patient-centered activities.
  • Continuously monitor medical and humanitarian needs in the country of mission in new areas of intervention and determine the necessary resources in order to define health priorities and potential new programs to cover the medical and humanitarian needs of the population at risk.
  • Coordinate with the medical unit for the validation of project proposals it designs to submit to international donors and the private foundation.
  • Directly coach and support medical teams in the implementation of medical activities by ensuring that internal protocols are respected as well as those of the local ministry and the health department. Activities include assessments, trainings (conceptualization, details and implementation), mobile medical units, data collection and analysis, direct support to medical and surgical activities.
  • Responsible for defining and sizing other resources (management of pharmacy and medical equipment in collaboration with logistics) and deadlines, procedures and protocols. Ensure the preparation of all medical orders in collaboration with the logistics department and the submission of all medical purchase requests. Be responsible for the proper management of the Mission pharmacy, including projects. Provide mission medical progress reports as required.
  • Represent the HOPE project with local medical authorities and guarantee a constant presence and active participation in health and nutrition coordination (cluster meetings, other technical coordination meetings) and maintain regular contact with the other counterparts of the mission (NGOs, local organizations, donors, authorities) in order to broaden the medico-humanitarian analysis of the situation, to reinforce the impact of the medical intervention and to support advocacy actions.
  • Other assigned tasks.

MINIMUM QUALIFICATIONS:

  • Advanced university degree in medicine and/or public health
  • Minimum 3 years of relevant professional experience as a medical/health coordinator in the humanitarian sector, particularly in fragile and unstable environments
  • Leadership, management and people development
  • Strong teamwork and cooperation skills
  • Demonstrate experience with compliance and reporting from different donors
  • Fluent in English and local language (Ukrainian)
  • Essential computer skills (word, excel and internet)
